SENIOR DATA OFFICER
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Senior Data Officer within the Technology Decision Dominance Directorate (TD3),U.S. Forces Korea (USFK), and as a principal advisor within TD3 on matters related to data planning, governance implementation, and advanced analytical support.
- Serves as the principal advisor within TD3 for data-related planning, governance implementation,and advanced analytical support activities.
- Advises the TD3 Director and other appropriate stakeholders on matters affecting the organization’s use, management, and governance of data in support of mission requirements.
- Develops, refines, and supports implementation of TD3 data standards, procedures, and governance processes consistent with broader organizational direction and mission needs.
- Defines critical data-related issues, identifies and evaluates alternatives, and provides recommendations.
- Supports the development and implementation of governance controls for the lifecycle management of analytical assets.
- Plans, designs, and conducts complex evaluative studies involving data analysis, statistical methods, and advanced analytical techniques.
- Defines and quantifies assigned projects and studies, determines appropriate scientific, statistical, and analytical methods, and evaluates the feasibility of alternative approaches.
- Supports efforts to ensure that TD3 and applicable partner organizations use current and appropriate practices to protect data.
- Provides technical leadership and work coordination for data-related efforts, projects, and initiatives within the assigned organizational area.
- Advises team members and aligned personnel on data-related priorities, procedures, and mission support expectations.
- Assists in organizing work, coordinating requirements, and ensuring that assigned projects and initiatives remain aligned with TD3 mission objectives and applicable guidance.
- Assignments frequently involve issues that are high visibility, time-sensitive, or operationally significant and therefore require careful analytical judgment.

About the Technology and Decision Dominance Directorate: The Technology and Decision Dominance Directorate (TD3) is at the forefront of USFK's strategic initiative to enhance theater operational readiness. As the command's primary authority for digital transformation, data governance, and technology modernization, TD3 spearheads a "Data-Centric" shift in modern warfare. The directorate consolidates the functions of the Chief Data Officer (CDO), Chief Technology Officer (CTO), Chief Information Officer (CIO), and Chief Knowledge Officer (CKO) to treat data as a refined weapon system and accelerate the integration of emerging technologies, such as AI/ML and Edge Computing, into the kill chain. The core mission of TD3 is to achieve "Decision Dominance," enabling our forces to out-pace adversary decision-making cycles and maintain a decisive strategic advantage. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. Basic Requirements: A. Have a bachelor's degree (or higher degree) in mathematics, statistics, or actuarial science. The degree must be in a major field of study that is appropriate for the position. (Note: You must attach a copy of your transcripts.) OR B. Have a combination of education and experience that provided me with knowledge of one or more of the courses equivalent to a major field of study as shown in paragraph A above, plus additional education or appropriate experience. (Note: You must attach a copy of your transcripts.) AND In addition to the basic requirements of this position, the incumbent must also meet the specialized experience described below. Specialized Experience: One year (52 weeks) of specialized experience which includes: (1) Contributing to the development and implementation of data governance policies, standards, and procedures to improve data quality, usability, and stewardship; (2) Planning and conducting comprehensive analytical studies by defining problems, determining appropriate data sources and methodologies, and interpreting complex datasets to produce actionable findings and recommendations for leadership; and (3) Advising stakeholders on the responsible use of data and analytical products to enhance mission-related processes and decision-making. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). ***Special Note for Military Members*** MILITARY RETIREES: A retired member of the Armed Forces may not be appointed to a civilian position in DoD (including a non-appropriated fund position) within 180 days after retirement ** unless the following conditions have been met: the Secretary concerned authorizes the appointment; or the position is authorized special pay under 5 U.S.C. 5305; or a state of national emergency exists]. MILITARY SEPARATED (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation.
