Catskill Regional Engineer


The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the systems 2,000 square mile watershed that extends 125 miles north and west of the City.The Bureau of Water Supply seeks to hire a Civil Engineer II to serve as the Catskill Regional Engineer within the Water Operations North Division, Drinking Water Operations Directorate located in Ashokan, NY. The Water Operations North Division is responsible for managing all aspects of the operations of Catskill and Delaware Watersheds. This includes planning, management, operation, maintenance, and stewardship of all NYC water supply infrastructure within these watersheds. Under the Supervision of the Catskill Regional Manager, The Catskill Regional Engineer (Civil Engineer II) serves as the Engineering Team Leader and will be responsible for complex water operation maneuvers including, but not limited to, watering and dewatering tunnels and aqueducts, repairing, replacing, cleaning, and troubleshooting valves and other equipment; assisting/supporting the use of stop shutters and gates; analyzing and strategizing miscellaneous malfunctions of equipment and machinery. This position is also responsible for overseeing all Capital Projects in the Section, which includes providing critical design input and review, evaluation, support, and coordination of Capital Design and Capital Construction Contracts, initiating new Capital Projects through use of Project Development Forms and developing and maintaining a Capital Project tracking system. Additionally, the candidate will initiate designs of small projects utilizing in-house staff and/or BWS design contracts that can be implemented by regional staff or Job Order Contract (JOC), and will also design, develop, and manage JOCS projects for the Catskill Region. Some of these duties include:- Team Leader for complex water operation maneuvers including, but not limited to, watering and dewatering tunnels and aqueducts, repairing, replacing, cleaning, and troubleshooting valves and other equipment, assist, support the use of stop shutter and gates, analyzing and strategizing miscellaneous malfunctions of equipment and machinery.- Engages in engineering study and design performs pertinent surveys and investigations. Write Standard Operating Procedures, Safe Work Plans for critical engineering operations.- Provide critical design input and review, evaluation, support, and coordination of Capital Design and Capital Construction Contracts, overseeing all Capital Projects in the Region (BWS/BEDC/other).- Serves as engineering consultant for major maintenance and operations activities of the Catskill Region.- Performs troubleshooting of complex problems, recommend program changes, initiates facility and process improvements. Remains available for technical assistance to all Regions in the Drinking Water Operations North. - Conducts conditional field inspections of various facilities, infrastructure, roads, bridges, aqueducts, shafts, dams, tunnels, chambers, buildings, and appurtenances.- Supervises and implements the Computerized Maintenance Management System (CMMS) for the Catskill Region, serving as the Section Lead for development and implementation of a CMMS that integrates preventative and active maintenance of all regional assets. (This is a brief description of what you might do in this position and does not include all the duties of this position.)Some of the physical activities performed by Civil Engineers and environmental conditions experienced are walking to and from inspection sites and during the course of inspections, climbing and descending ladders or stairs to get to areas to be inspected, standing on scaffolds to inspect work, standing for an extended period of time, bending and stooping during inspections, working in confined areas, distinguishing colors, wearing protective equipment, such as hard hats, climbing over and around various objects, walking in areas that may be damp, dark, smoky or acrid, working and walking in areas that are under construction and outdoors in all kinds of weather, must be able to lift at least 20 pounds of equipment when required.

Requirements

(1) Four (4) years of full-time, satisfactory experience in civil engineering work; and (2) A valid New York State Professional Engineers License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment. A masters degree in civil engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the civil engineering experience required in 1" above. Special Note: In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
